NOTICE OF APPLICATION TO ACQUIRE A CONTROLLING INTEREST

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on August 5, 2026, Morgan Adkins and Shandila Adkins (collectively, Applicants) filed an application to acquire a fifty percent ownership interest in Aniak Light and Power Company, Inc. (ALPC) from the Estate of Celeste Adkins. ALPC holds Certificate of Public Convenience and Necessity No. 5 for the provision of electric service in Aniak, Alaska. The acquisition will not result in a change of management, personnel, or utility equipment. Docket U-26-022 was opened to address this matter.

In conjunction with the application, the Applicants filed a petition for confidential treatment of personal financial statements. Interested persons may file a response to the petition for confidential treatment with the Commission by the end of the comment period.  The Commission has not yet assessed the completeness of the application or ruled on the petition for confidential treatment. The Commission will rule on the petition for confidential treatment and determine whether the application is complete after the close of the comment period.
