The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0923MSS12 for the Nikaitchuq Development. Additionally, ADEC proposes to issue a significant revision to Air Quality Control Operating Permit AQ0923TVP03 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Application: Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.508(6) to revise or rescind Title I permit conditions. Additionally, Hilcorp Alaska, LLC applied for a revision to Title V operating permit. This public notice is for the draft operating permit and preliminary minor permit.
Activity: The Nikaitchuq Development is an oil and gas production facility with three geographic sites located on Alaska’s North Slope.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 225.0 tons of nitrogen oxides, 225.0 tons of carbon monoxide, 24.0 tons of particulate matter, 61.5 tons of sulfur dioxide, 91.1 tons of volatile organic compounds, 290,130 tons of carbon dioxide equivalent emissions, and 3.8 tons of Hazardous Air Pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 626.6 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Nikaitchuq Development under AS 46.14 and 18 AAC 50.
