Public Notice of Solicitation of Interest for ADL 421055 Lease Expansion Area

The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received an
application to lease 11.7 acres of State land located on the North Slope within Township 10
North, Range 14 East, Section 3, Umiat Meridian. The request is for an expansion to an existing
30-year lease, ADL 421055, under Alaska Statute (AS) 38.05.070 and includes plans for seasonal
construction storage and future development of supporting infrastructure on the North Slope.

The Division is soliciting interest under AS 38.05.070(d) to determine if there is interest from
other parties in developing this site for commercial or industrial purposes. If there is interest, the
Division will proceed with a competitive auction under AS 38.05.070(a). If no interest is
expressed, the Division will proceed with a negotiated lease.

To be considered a potential bidder expressing interest in a competitive auction, a person must (1)
submit a written expression of interest before the close of the 30-day notice period, and (2) submit
a complete lease application, including a development plan, within 30 days after the end of this
notice period.

If the Division does not receive a timely written expression of interest and complete lease
application from any potential bidder within the above specified timeframe, it will proceed with a
negotiated lease. The negotiated lease process will include a 30-day public notice period to allow
the public to comment on the project with more detail on the proposed action.

To be considered, written expressions of interest must be received by the Division no later
than 4:30 pm Alaska Daylight Time, September 5, 2026

Any party expressing interest must submit a complete lease application within 30 days of the
above deadline to confirm and substantiate interest. In addition, any party expressing interest must
submit a complete lease application, including a development plan, within 30 days of the
