Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Golden Valley Electric Association, Inc. (GVEA) filed TA407-13, requesting that the Commission acknowledge or approve Amendment No. 5 to GVEA’s Amended Fuel Supply Agreement (Fifth Amendment) with Petro Star Inc. (PSI). GVEA also filed a Motion for Expedited Consideration and requested an effective date of August 3, 2026.
The Fifth Amendment has a term of five years and sets forth the terms for the supply and storage of heating oil and diesel fuel for GVEA’s LM6000, Frame 5, and Frame 7 oil-fired generating units. PSI is required to supply 100 percent of the diesel and heating oil GVEA needs to operate its LM6000, Frame 5, and Frame 7 units, outside of Low Sulfur Heating Oil with a sulfur content below 1,000 parts per million. The Fifth Agreement also includes changes to the pricing methodology and applicable discounts for various fuel oils, and provides for the re-opening of pricing negotiations for certain fuel oils prior to December 31, 2027.
