City of Fairbanks Systemic Signal Upgrades – Stage 2

Project Number NFHWY01098

The State of Alaska Department of Transportation & Public Facilities (DOT&PF) requests your comments on the proposed City of Fairbanks Systemic Signal Upgrade project. DOT&PF is proposing to upgrade signal light infrastructure at several intersections within the City of Fairbanks. These intersections include: Old Steese Highway & Bentley Trust Road, Lacey Street & 10th Avenue, South Cushman Street & 15th Avenue, South Cushman Street & 17th Avenue, and Lathrop Street & Davis Street.

The project is needed to upgrade traffic signals within the City of Fairbanks that do not meet current standards. The project will replace signal poles, controller cabinets, signal faces, load centers, install retroreflective back plates, signs and all associated signal hardware, update striping, install new conduit and associated cable as well as minor intersections improvements, which may include asphalt patching and concrete work. The project will encroach on a Special Flood Hazard Area (AH) at the intersection of Davis Road & Lathrop Street. Due to the limited extent of the project, we expect no impacts to the floodplain.

The following Executive Orders (EO) apply:

EO 11593, Protection and Enhancement of the Cultural Environment
EO 11988, Floodplain Management
EO 13112, Invasive Species

DOT&PF requests information and comments on resources in the project area that may be affected.

Please submit comments by August 12, 2026, to:
