In accordance with 7 AAC 07.070, the Commissioner of the Department of Health has issued a decision on the Certificate of Need (CON) described below.
Applicant’s Name/Project Name: Providence Health & Services - Establish Youth Residential Psychiatric Treatment Facility
Decision Summary: In accordance with AS 18.07 and 7 AAC 07, Providence Health and Services’ CON application that was initially submitted on December 5, 2025, and revised on March 5, 2026, to establish the Providence Youth Behavioral Health Center has been approved.
Project Description: Providence Health & Services is approved to establish the Providence Youth Behavioral Health Center (PYBHC), a sixteen (16) bed Level 5 Residential Psychiatric Treatment Center (RPTC) serving adolescents ages 12 through 17. The project will operate within space previously used as a Level 2 Crisis Recovery Center and will provide short-term, trauma-informed residential psychiatric treatment designed to expand Alaska's in-state behavioral health treatment capacity for youth.

Estimated Completion Date: One month after CON approval
Administrative Hearing Rights and Deadline: Any member of the public who is substantially affected by activities authorized by this Certificate of Need may initiate an administrative hearing under 7 AAC 07.082. The request must be made in accordance with 7 AAC 07.082 and received by the Department no later than 30 days from the date of publication of this notice and submitted to the CON Program via email at doh.orr.con@alaska.gov.
