Proposed Activity: Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Crowley Alaska Inc. Moose Creek Terminal Facility. The facility receives, stores, and distributes jet fuel. The facility occupies approximately 34 acres and consists of three bulk storage tanks with a total fuel storage capacity of approximately 32,962,811 gallons (570,543 barrels). There is also 2,100-gallon diesel tank on site for facility operations. The adjusted Response Planning Standard (RPS) for this facility is 2,165,306 gallons (51,483 barrels). Product is received from the neighboring refinery by pipeline, tank truck, or rail car. Product is distributed to Department of Defense facilities via pipeline, tank truck, or rail car.

The public comment period for this application begins on June 29, 2026, and ends at 11:59 p.m. on July 29, 2026. Requests for additional information and comments must be received by 11:59 pm on July 29, 2026. It is the responsibility of the commenter to verify that email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

DEC will hold a public hearing on the plan application if it determines that good cause exists.
