The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Harvest Alaska LNG, LLC’s application for Air Quality Control Minor Permit AQ1727MSS03 Revision 1 for the Liquefied Natural Gas Facility.

Activity:          Harvest Alaska LNG, LLC applied for a minor permit under 18 AAC 50.508(6) to change the surrogate limit in Condition 11.1 of Minor Permit AQ1727MSS03 and associated MR&R from 4,500 hours below 50% load to 4,500 hours out of SoLoNO_X mode per consecutive 12-month period.

Emissions:      There is no change in potential emissions from this permitting action. The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 118.50 tons of Nitrogen Oxides, 232.48 tons of Carbon Monoxide, 11.26 tons of Particulate Matter, 57.45 tons of Sulfur Dioxide, 30.06 tons of Volatile Organic Compounds, 144,084 tons of Carbon Dioxide Equivalent emissions, and 2.0 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (n-Hexane) estimated at 1.4 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 449.76 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.
