ConocoPhillips Alaska, Inc., Kuparuk River Unit, CPF2 Pad Maintenance and Gravel Expansion, Unit Plan of Operations Amendment
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan Amendment application on June 10, 2026, from ConocoPhillips Alaska, Inc. requesting to place approximately 10,300 cubic yards of gravel. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division provides public notice and an opportunity to comment.

Project Description:
ConocoPhillips Alaska, Inc. (CPAI) is requesting authorization to place approximately 10,300 cubic yards (cy) of clean gravel fill to maintain and expand the Kuparuk Central Processing Facility (CPF2) gravel pad in the Kuparuk River Unit (KRU). The gravel will be used to widen the east side roadway to support equipment access and to improve operational surface space for installation of planned future seawater transport infrastructure. Approximately 0.7 acres of tundra will be impacted by a portion of the total volume of estimated gravel fill and remaining gravel will be placed on top of and reworked with existing gravel on the CPF2 pad to restore pad thickness. All work will take place from existing gravel in the Kuparuk River Unit and is scheduled to begin August 1, 2026.
