The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan Amendment application on May 20, 2026, from ConocoPhillips Alaska, Inc. requesting to place approximately 3.94 acres of gravel. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division provides public notice and an opportunity to comment.

Project Description:
ConocoPhillips Alaska, Inc. (CPAI) is requesting authorization to place approximately 35,060 cubic yards (cy) of clean gravel fill onto a total of 3.94 acres of land to infill the space between the existing Drill Site 3R (DS-3R) gravel pad and the access roads. Approximately 5,310 cy of gravel will be placed in the originally permitted pad footprint, and 29,750 cy of gravel will infill the remaining area. Existing culverts may be removed or repositioned as necessary. The proposed gravel infill will expand the existing pad for the purpose of providing additional lay-down space for the staging and storage of drilling equipment, piping, modules, and other materials associated with North Slope oil and gas development projects. All work will take place from existing gravel in the Kuparuk River Unit and is scheduled to begin August 1, 2026.
