State Fiscal Year 2027 Intended Use Plans
for the Alaska Clean Water Fund and Alaska Drinking Water Fund:
Draft for Public Comment
The draft State Fiscal Year 2027 (SFY27) Intended Use Plans and Project Priority Lists are now available for review and comment. The deadline for comments is 11:59 p.m. Alaska time, July 17, 2026.
The draft Intended Use Plans, prepared by the State Revolving Fund (SRF) Program, identify the available funds and the types of projects and activities eligible to receive low-interest loans.
Communities and stakeholders should review these plans and submit comments during the 30-day public comment period. Input from the public can help refine these planning documents and ensure the SRF Program considers local needs and concerns. Comments can be sent via email to dec.srfprogram@alaska.gov or to the mailing address listed below.
Your comments will be taken into consideration before finalizing the Intended Use Plans. Following the close of the 30-day comment period, the final version of the Intended Use Plans will be completed. The final Intended Use Plans will include a copy of all comments received and a written response.

Background
The draft Intended Use Plans outlines the State Revolving Fund Program’s plan for administering the Base, General Supplemental and Emerging Contaminants funding. The Intended Use Plans provide information about the available funds and the types of projects eligible for this funding.
Through the State Revolving Fund Program, the Alaska Clean Water Fund and the Alaska Drinking Water Fund provide low-interest loans for drinking water, wastewater, stormwater and other eligible water quality projects. The Intended Use Plans are required by federal statutes and regulations. The Intended Use Plans will be included in the funding applications submitted to the U.S. Environmental Protection Agency (EPA).
