Notice Of Availability Of Regional Haze Progress Report For Review

NOTICE OF AVAILABILITY OF REGIONAL HAZE PROGRESS REPORT FOR REVIEW FROM THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION

Brief Description
The Department of Environmental Conservation is providing the 2026 Regional Haze Progress Report for public review and comment.

The Department of Environmental Conservation (DEC) has prepared the 2026 Regional Haze Progress Report (RH Progress Report) that the department is required to submit to the Environmental Protection Agency (EPA) under the Clean Air Act.  DEC is providing the report for public review and comment.

The RH Progress Report is available at the Progress Report link under the Regional Haze Progress Report section on: https://dec.alaska.gov/air/anpms/regional-haze/. Materials not feasible to post, such as those that are copyrighted, may be viewed at the DEC offices at the following locations:  DEC Anchorage Building, 555 Cordova St., Anchorage; DEC Fairbanks Office Building, 610 University Avenue, Fairbanks; and DEC Juneau Office Building, 410 Willoughby Ave., Second Floor. Comments
You may comment on the Progress Report by submitting written comments to Morgan Frank at Department of Environmental Conservation, Division of Air Quality, Attn. Morgan Frank, 555 Cordova St, Anchorage, AK 99501. Additionally, the Department of Environmental Conservation will accept comments by electronic mail at dec.air.comment@alaska.gov . Comments may also be submitted at the following web address: https://dec.alaska.gov/Applications/Air/airtoolsweb/FormalComments/
Comments must be received not later than 11:59 p.m. on June 1, 2026.  The comment period is a requirement of the Clean Air Act. DEC is accepting comments but will not prepare a response to comments document.

Hearing
DEC has tentatively scheduled a public hearing to solicit comments on the Progress Report, to be held on Monday, June 1, 2026, from 12 p.m. to 1 p.m. via teleconference. The public hearing will be held only if a request to hold the public hearing is received by 5 p.m. on Thursday, May 21, 2026. You may request that the public hearing be held by calling Dawn Laster at 907-269-0065 between 8 a.m. and 4 p.m., Monday through Friday, or by e-mailing a request to dawn.laster@alaska.gov. If no request for the public hearing is received by Thursday, May 21, 2026, the public hearing will be cancelled. DEC will announce the cancellation of the public hearing by publishing a public notice by 5 p.m. on May 22, 2026, on these websites:

You may provide oral comments relevant to the Progress Report via telephone at the tentatively scheduled hearing to be held on Monday, June 1, 2026, from 12 p.m. to 1 p.m. by calling 1-907-202-7104 and using code 949048220# to log in. Callers should be on the line before the hearing begins at 12 p.m. if they would like to provide oral testimony so that we can document contact information for the record and determine the order of testimony. Prior to the start of the hearing, DEC may limit the time allotted for each person providing oral testimony, as reasonably necessary to conclude the hearing in the time provided. The hearing may be extended for a reasonable amount of time to accommodate those present before 12:30 p.m. who did not have an opportunity to comment prior to that time.

After the public comment period ends, the Department of Environmental Conservation will submit the Progress Report to EPA.
