Notice of Application for State Air Quality Permit AQ0290MSS16 and AQ0290TVP04, Teck Alaska Incorporated, Red Dog Mine

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Teck Alaska Incorporated’s application for Air Quality Control Minor Permit AQ0290MSS16 for the Red Dog Mine. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0290TVP04 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Application:
Teck Alaska Incorporated applied for a minor permit under 18 AAC 50.508(6) to rescind multiple ORLs.  Teck Alaska Incorporated also applied for a renewal operating permit July 24, 2024.  This public notice is for the draft operating permit and preliminary minor permit. 

Activity:
The Red Dog Mine is an open pit zinc and lead mine. 

Emissions:
The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 3,256.51 tons of Nitrogen Oxides, 291.65 tons of Carbon Monoxide, 240.57 tons of Particulate Matter, 278.09 tons of Sulfur Dioxide, 327.49 tons of Volatile Organic Compounds, 277,899 tons of Carbon Dioxide Equivalent emissions, and 10.12 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (lead) estimated at 4.65 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 4416.85 tons.

ADEC Preliminary Review:  
Based on review of the application, ADEC drafted a preliminary permit decision for the Red Dog Mine under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation
Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
