Notice of Plan Renewal Application for an Oil Discharge Prevention and Contingency Plan - Hilcorp Alaska, LLC

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation (DEC). The details are as follows:

Applicant: Hilcorp Alaska, LLC, 3800 Centerpoint Drive, Suite 1400, Anchorage, AK 99503

Proposed Activity: Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Nikaitchuq and Oooguruk Oil and Gas Production Operations and Nikaitchuq North Exploration Drilling Project. Hilcorp Alaska, LLC will conduct operations of the Nikaitchuq and Oooguruk Production Facilities on the Beaufort Sea, including drilling, production, and non-crude oil storage. Nikaitchuq Production Facility includes the Oliktok Production Pad (OPP), Spy Island Drill Site (SID), Nikaitchuq Operations Center (NOC), and the Kuparuk Pipeline Tie-In Pad (KPP) where the Hilcorp crude oil transmission pipeline (COTP) connects to the ConocoPhillips-owned Kuparuk COTP. Oooguruk Production Facilities consist of the Oooguruk Drill Site (ODS) and the Oooguruk Tie-In Pad (OTP). The plan proposes to address an adjusted response planning standard (RPS) of 400 bbl (16,800 gallons) for the largest oil storage tank, an RPS of 75,000 bbl (3,150,000 gallons) for a production well blow out, an RPS of 236,842 bbl (9,947,364 gallons) for an exploration well blow out, and an adjusted RPS of 3,918 bbl (164,556 gallons) for a Crude Oil Transmission Pipeline (COTP).

Location: Operations are conducted at onshore and offshore facilities on the Beaufort Sea, North Slope, Alaska. Operations are located to the west of the Milne Point Unit at the northern boundary of the Kuparuk River Unit near the Colville River. Offshore facilities consist of two manmade gravel islands: Spy Island Drill Site and Oooguruk Drill Site. Two subsea flow lines operate between the islands and the mainland shore.
Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on April 13, 2026, and ends at 11:59 p.m. on May 12, 2026. Requests for additional information and comments must be received by 11:59 pm on May 12, 2026. It is the responsibility of the commenter to verify that email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

DEC will hold a public hearing on the plan application if it determines that good cause exists. Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to April 27, 2026.
