The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve United States Air Force’s application for Air Quality Control Minor Permit AQ0264MSS07 for the Eielson Air Force Base. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0264TVP03 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Application: United States Air Force applied for a minor permit revision under 18 AAC 50.508(6) on February 21, 2025 to revise the terms and conditions previously established in a Title I Permit. United States Air Force also applied for a renewal operating permit and submitted supplemental information on October 11, 2017, September 25, 2018, June 3, 2019, August 30, 2020, and February 2, 2025. This public notice is for the draft operating permit and preliminary minor permit.
Activity: The 354th Fighter Wing is the host unit at Eielson Air Force Base and is assigned to the 11th Air Force. The wing supports operations, maintenance, mission support, and medical group functions and is host to ten tenant units. The 354th Fighter Wing delivers lethal airpower to combatant commanders in defense of national military objectives.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 624.31 tons of Nitrogen Oxides, 490.57 tons of Carbon Monoxide, 49.25 tons of Particulate Matter, 394.49 tons of Sulfur Dioxide, 31.93 tons of Volatile Organic Compounds, 490,827 tons of Carbon Dioxide Equivalent emissions, and 11.50 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (propylene oxide) estimated at 4.29 tons. The total assessable annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,593.52 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Eielson Air Force Base under AS 46.14 and 18 AAC 50.

ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
