NOTICE OF DECISION ON REQUEST FOR DETERMINATION OF WHETHER A CERTIFICATE OF NEED IS REQUIRED
THE DEPARTMENT OF HEALTH
In accordance with 7 AAC 07.031, the Department of Health (Department) has determined that a Certificate of Need (CON) is not required for the health care project or activity described below:
Project/Activity: Alaska Heart & Vascular Institute seeks to expand ambulatory surgery operations from one day per week to two days per week, replace end-of-life image-guided therapy equipment with a current model, and complete associated structural upgrades and maintenance to the existing space.
Applicant’s Name: Alaska Heart & Vascular Institute
Project/Activity Service Area: Municipality of Anchorage
Estimated Cost of Project/Activity: $2.9 million
Summary of Decision:
A CON is not required for the proposed project because it qualifies as a routine replacement and maintenance under 7 AAC 07.010(h)(5)(B). Additionally, the project will not increase or alter the scope of services currently provided. The replacement equipment will not introduce significant new technological capabilities, and the total square footage of the facility will remain unchanged following completion of the proposed work.

A person who requested a determination under 7 AAC 07.031 may seek reconsideration of the determination by submitting a written request for reconsideration to the Department. A request for reconsideration must be postmarked no later than April 16, 2026, and be made in conformance with 7 AAC 07.033. A decision under 7 AAC 07.033 constitutes the final administrative decision of the Department.
