Proposed Activity: Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Kotzebue Electric Assosiation, Inc and its associated facilities. This facility operates bulk fuel storage that provides diesel fuel for power generation from power plant operations. The total storage capacity of this facility is 2,149,980 gallons (51,190 barrels) of refined diesel. The Response Planning Standard for this facility is calculated from the capacity of the largest tank and is reduced by the applicable regulatory credits to the amount of 371,811 gallons (8,853 barrels).
Location: Kotzebue Electric Association, Inc. is located in Kotzebue, Alaska, 1,200 feet east of the waters of the Kotzebue Sound. The main business office is at 245 Lagoon Avenue, Kotzebue, Alaska.
Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on March 25, 2026, and ends at 11:59 p.m. on April 24, 2026. Requests for additional information and comments must be received by 11:59 pm on April 24, 2026. It is the responsibility of the commenter to verify that email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

DEC will hold a public hearing on the plan application if it determines that good cause exists.
