The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Soil Treatment Technologies, LLC’s application for Air Quality Control Minor Permit AQ1955MSS01 for the Soil Remediation Unit 02.

Activity: Soil Treatment Technologies, LLC applied for a minor permit under 18 AAC 50.502(b)(2) to construct, operate, or relocate a thermal soil remediation unit with a rated capacity of at least five tons per hour of untreated material. The project is also classified under 18 AAC 50.508(5) for Owner Requested Limits (ORLs) to avoid the stationary source being classified as a major source of Hazardous Air Pollutants (HAPs) for Hydrogen Chloride under 18 AAC 50.316, and to avoid being classified as a Title V major source under 18 AAC 50.326.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 12.07 tons of Nitrogen Oxides, 10.10 tons of Carbon Monoxide, 7.87 tons of Particulate Matter, 27.45 tons of Sulfur Dioxide, 27.99 tons of Volatile Organic Compounds, 1.65 tons of Carbon Dioxide Equivalent emissions, and 9.9 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Hydrogen Chloride) estimated at 9.9 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 95.38 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
