Cascade Point Ferry Terminal: Permitting and Schedule Update
DOT&PF received feedback from the U.S. Army Corps of Engineers (USACE) regarding next steps for the permitting process. The USACE confirmed in initial pre-application discussions that Stage 1 appeared a viable path to permitting provided no work on Stage 2 would occur prior to completion of the required environmental consultations for in-water work. DOT&PF submitted the project application on February 2, 2026, including Stage 1 information and a preliminary design footprint for Stage 2.
Once USACE reviewed the project permit application, they provided different direction requiring that all design information for Stage 2 also needs to be included in the permit application. This new direction requires the completion of further Stage 2 details that are in design development for this spring and summer. We are committed to honoring this permitting process and following the agency’s direction.
A highly important part of that process is the engagement and consultation with our Tribal partners. The department will closely collaborate with Tribes and together will strengthen the protection of cultural resources. The USACE approves the start of the consultation process with the Tribes once they deem the permit application ready.
From the beginning, the department has been committed to conducting the environmental process as the law requires, and that process requirement is embedded into the contract signed with the design builder. This refined direction from the USACE and the Department’s commitment to honor the permit process necessitates delaying proposed construction until after 2026.
Public meetings will be held at a later date to ensure the public has access to the most detailed information required for permitting both Stages. Updated meeting dates and project details will be announced as they become available.
