Hilcorp Alaska, LLC, Ninilchik Unit, Kalotsa Pad Expansion, New Drill Wells, and Infrastructure Additions, Unit Plan of Operations Amendment Application

The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit
Plan of Operations Amendment application on February 20, 2026, from Hilcorp Alaska, LLC
requesting authorization to expand the existing Kalotsa Pad, drill new grassroots wells, and install
associated infrastructure. The proposed project will be adjudicated under AS 38.05 and 11 AAC
83.346. The Division provides public notice and an opportunity to comment.

Project Description:
Hilcorp is requesting approval to expand Kalotsa Pad, drill up to eight new grassroots wells, and
install associated infrastructure on Kalotsa Pad in the Ninilchik Unit (NKU). Additional
infrastructure to be installed would include gas flowlines, electrical and instrumentation systems,
line heaters, separators, compressors, a communication tower, well cellars, and conductors. The
project also includes the construction of an approximately 84,102-square-foot (1.93 acre) gravel
pad expansion adjoining the existing Kalotsa Pad to the west. The expansion area would directly
abut the current pad footprint and would be accessible via the existing Kalotsa Pad access road,
which intersects the Sterling Highway near MP 129.75. All new wells would be drilled from the
proposed pad expansion area, and well installation would include placement of well cellars and
conductors, along with connection to new or existing production facilities.
