NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES
Project Title: AMATS: W. 32nd Avenue Upgrades
Project No.: CFHWY01128/0001781
The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to reconstruct West 32nd Avenue from Lois Drive to Minnesota Drive, including upgrades to lighting and drainage infrastructure, and the addition of non-motorized facilities. The purpose of the proposed project is to increase safety by constructing roadway lighting and continuous non-motorized facilities, and to reduce future maintenance costs by constructing a storm drain system that will stop the deterioration of the pavement and roadway sections
The proposed work would include:
- Reconstruct West 32nd Avenue, between Minnesota Drive and Lois Drive
- Intersection improvements
- Installation of storm drain system infrastructure
- Non-motorized facility improvements (including curb ramps to comply with Americans with Disabilities Act requirements)
- Installing and/or replacing:
- lighting
- roadside hardware
- signage and striping
- Geotechnical investigation, as needed
- Utility relocations
- Vegetation clearing and grubbing
This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f).
Construction for the proposed project is anticipated to begin in summer 2028. To ensure that all possible factors are considered, please provide written comments to the following address by April 8, 2026.
