NOTICE OF PROPOSED CHANGES IN ALASKA INTERNATIONAL AIRPORT SYSTEM FAIRBANKS INTERNATIONAL AIRPORT CARGO SERVICE INCENTIVE PROGRAM DEPARTMENT OF TRANSPORTATION & PUBLIC FACILITIES

Notice is given that the Commissioner of the Department of Transportation and Public Facilities (DOT&PF), under authority vested by AS 2.15.020 and Title 17 AAC 42.125, intends to add Category 6 to its cargo airline service incentive program at Fairbanks International Airport (FAI) effective April 6, 2026. The proposed changes in the FAI cargo airline service incentive program (Program) are listed below.

New, non-stop, scheduled cargo service between Fairbanks International Airport and a city that has not been served as either an origin or destination city by any airline prior to initiation of service.

New service must be for at least three (3) months, or twelve (12) consecutive weeks, with a minimum of 1 flight per week.

For approved applications for Category 6 flights, Landing and Fuel Flowage Fees will be waived for a consecutive twelve (12) month period.

Eligibility:

Eligible flights are only those flights performed by an appropriately certified international or domestic air carrier which provides new or expanded service as described above.

The incentives are offered on a first-come, first-served basis determined by receipt and review of the application and may be cancelled at any time by AIAS (Alaska International Airport System). All incentives will be at the discretion of the AIAS and based on the schedule submitted and accepted as part of an approved Program application. In the event an airline does not complete the full commitment as submitted and accepted in its application or fails to maintain good standing with AIAS during the incentive period, all waived fees will be due and payable to the AIAS.

AIAS will only consider applications for incentives from any carrier restarting service only if cancellation of the route was due to extraordinary external circumstances (e.g., an extreme natural, manmade, or public health crisis, such as hurricanes, terrorism, or pandemic). Restarting of a route due to poor performance will not be considered for an incentive.

Public Notice:

In compliance with the FAA Policy on Airport Incentive Program, AIAS will issue a 30-day public notice prior to signing any incentive program with an airline that meets the requirement for and is approved for the applied Program Category.

Enrollment:

Applications must be made by letter to AIAS and should explain the applicant carrier’s understanding of the Program, the applicant’s eligibility to participate, and the applicant’s proposed schedule of eligible service for participation. Applications must be received two (2) months before the scheduled start of service for review, determination, and public notice; the Program cannot be applied retroactively. The period for application to the program will close June 30, 2032.

All other previously established rates and fees applicable to the Alaska International Airport System will remain unchanged. This notice is provided under AS 02.15.09, 17 AAC 42.125, and 17 AAC 42.400 by delegation from the Commissioner of Transportation and Public Facilities.
