The Alaska Department of Health (DOH) is seeking public comment on two draft evaluation tools that will be used to review projects under Alaska’s Rural Health Transformation Program (RHTP).
These draft materials are being released for public review and feedback to support an open evaluation process that reflects Alaska’s priorities for rural health system transformation. Public feedback will help DOH refine these tools before they are finalized.
The draft materials available for comment include:
- Draft Project Evaluation Framework: This rubric will be used to review individual project applications for funding through the RHTP. It is designed to assess factors such as alignment with RHTP initiatives, project feasibility, sustainability, and anticipated impact.
- Draft Portfolio Analysis Review Framework: This framework will be used to review the collective set of projects proposed for funding in a given round. It focuses on aggregate considerations such as geographic distribution, balance across RHTP initiatives, rural reach, and how the overall portfolio of projects advances statewide rural health transformation goals.
Together, these tools are intended to support both project-level and portfolio-level evaluation, recognizing that RHTP funding decisions must consider individual project merit as well as the combined impact of projects funded in each round.

DOH welcomes feedback on the clarity, structure, and substance of these draft evaluation tools.

Comments must be received by Thursday March 12, 2026 at 5:00 pm Alaska Time.
DOH will review all comments received before finalizing the evaluation and review frameworks. Final versions will be posted publicly prior to their use in RHTP funding decisions.
