NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES

Project Title: Glenn Hwy: Muddy Creek Bridge

The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to construct a new bridge to replace the existing 10 ft. diameter culvert at the Muddy Creek crossing (Glenn Highway Milepost 94, near Victory Road) that is frequently getting plugged by sediment and debris. The purpose of the proposed project is to improve safety and reduce maintenance costs by improving the Muddy Creek drainage where it crosses the Glenn Highway.

Work would include the following activities:

• Bridge installation

• Temporary highway detour

• Drainage and erosion control

• Grading and paving

• Replacement, repair, or installation roadside hardware (i.e., signage, striping)

• Restoring adjacent drainage patterns and infrastructure to pre-flood conditions

• Relocating utilities as needed

• Cleaning the existing Packsaddle Creek culvert, which has been clogged by debris from Muddy Creek

• Installing erosion control, as needed

Project activities may encroach into unmapped floodplains associated with Muddy Creek and Packsaddle Creek. No increases of greater than one foot to base flood elevation or significant encroachments are anticipated.

This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 11593 (Historic Preservation), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f).

Construction for the proposed project is anticipated to begin in the summer of 2027. To ensure that all possible factors are considered, please provide written comments to the following address by March 29, 2026.
