Hilcorp Alaska, LLC MGS Consolidated Easement, Private Non-Exclusive Easement Amendment

The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received an
Easement Amendment application on December 18, 2025, from Hilcorp Alaska, LLC (Hilcorp)
requesting authorization to incorporate the Middle Ground Shoal (MGS) Facility Outfall Pipeline
Easement (ADL 228012) into the MGS Consolidated Easement (ADL 234256). The proposed
project will be adjudicated under AS 38.05.850. The Division is providing public notice and an
opportunity to comment.

Project Description:
The MGS Unit was voluntarily terminated effective June 30, 2023.
Infrastructure associated with the three remaining oil and gas leases (ADLs 18756, 18754, and
17595) is currently managed through ADL 234256. The proposed amendment to ADL 234256
would consolidate all remaining MGS infrastructure into one easement by incorporating the MGS
Facility Outfall Pipeline into the MGS Consolidated Easement. The outfall pipeline, ADL
228012, is a private, non-exclusive easement for a 6-inch pipeline, approximately 50 feet wide
and 796 feet long, which was previously used to transport produced water from the MGS onshore
facility to Cook Inlet. The application does not propose any new construction. The purpose of the
amendment would be to provide continued access to the MGS area, establish a new term and
updated stipulations to protect the State’s interests, and allow the existing aging infrastructure to
remain in place while Hilcorp evaluates future plans for use or dismantlement, removal, and
remediation.

provides written comments. An eligible person affected by this decision may appeal or request the
commissioner’s reconsideration in accordance with 11 AAC 02.
