In accordance with 7 AAC 07.070, the Commissioner of the Department of Health has issued a decision on the Certificate of Need (CON) described below.
Applicant’s Name/Project Name: Mat-Su Regional Medical Center (MSRMC)/Inpatient Behavioral Health Expansion - Adult and Adolescent Acute Care Services
Decision Summary: In accordance with AS 18.07 and 7 AAC 07, MSRMC’s July 9th, 2025, application for a Certificate of Need for its expansion to adult and adolescent behavioral health services has been approved.
Project Description: Mat-Su Regional Medical Center plans to expand its Inpatient Behavioral Health services by constructing a new single-floor, 53,900 square foot freestanding building adjacent to its main campus located in Wasilla, Alaska.
The facility will have a total of 45 inpatient beds, comprised of 16 existing beds to be relocated from the third floor of the main hospital and the construction of 29 new beds. Of the new 45 beds, 18 beds will be dedicated to an adolescent acute behavioral health care unit and 27 beds to an adult acute behavioral health care unit.

Administrative Hearing Rights and Deadline: Any member of the public who is substantially affected by activities authorized by this Certificate of Need may initiate an administrative hearing under 7 AAC 07.082. The request must be made in accordance with 7 AAC 07.082 and received by the Department no later than 30 days from the date of publication of this notice and submitted to CON Program via email at doh.orr.con@alaska.gov.
