EXTENSION OF PUBLIC NOTICE: 

Proposed relinquishment of selected State Entitlement Lands – University of Alaska land selection, Honolulu Pass 

PROPOSED RELINQUISHMENT 

 March 20, 2026 

On February 12, 2026, the Department of Natural Resources (DNR), Division of Mining, Land and Water (DMLW), Realty Services Section, published a 30-day public notice soliciting comment on a proposed relinquishment of state selected lands. The Department of Natural Resources (DNR) is proposing to relinquish the State’s entitlement land selection on those lands within the University of Alaska’s Honolulu Pass, totaling approximately 58,893 acres located approximately 6 miles east of milepost 178 of the Parks Highway, within the Honolulu Creek Pass and drainage, to facilitate conveyance of the lands to the University of Alaska. 

The purpose of this notice is to extend the public comment period for University of Alaska’s Honolulu Pass selection to allow more time for public comment. The new deadline for submitting public comment is 3:00 pm on April 1, 2026.  

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made. To ensure consideration, written comments must be emailed directly to the adjudicator at aleria.knudson@alaska.gov, or the Division of Mining, Land and Water at Department of Natural Resources Division of Mining, Land, and Water, Realty Services Section, 550 W. 7th Ave., Suite 1050A, Anchorage, Alaska, 99501 on or before 3:00 p.m. on the date noted above. Requesting Input and Comment on a Proposed
Relinquishment of State Entitlement Lands
Comment Period Ends 3:00 PM, March 20, 2026

The Department of Natural Resources (DNR) is proposing to relinquish the State of Alaska's (State) entitlement land selection for fee estate (all surface and subsurface interests) on approximately 58,893 acres, located in Township 21 South, Ranges 8 and 9 West, Fairbanks Meridian and Township 22 South, Ranges 8 and 9 West, Fairbanks Meridian. The lands are located approximately 6 miles east of milepost 178 of the Parks Highway, within the Honolulu Creek Pass and drainage.  A location map is attached to this notice. The lands are not currently owned by the State, they are under Federal management and ownership. The purpose of relinquishment is to facilitate conveyance of the lands to the University of Alaska.

The Consolidated Appropriations Act for Fiscal Year 2023 (CAA) (Pub. L. 117-328) created a mechanism for the Bureau of Land Management (BLM) to convey Alaska Statehood Act lands to the University of Alaska (University). The CAA enabled the University to select up to 500,000 acres of State lands for possible acquisition, with a final conveyance of up to 360,000 acres. The State must concur with the final list of selected lands and submit conditional selection relinquishment letters to BLM. The program terminates on December 29, 2026.

The DNR is proposing to relinquish the State’s entitlement land selection of surface and subsurface estates for the lands listed below. A location map is available on page 3 of this notice. The map shows the University’s selection area in blue outline.

Lands to be relinquished within Fairbanks Meridian, Alaska:

Township 21 South, Range 8 West  

Secs. 1-36, inclusive. 

Containing approximately 23,075 acres. 

Township 21 South, Range 9 West  

Secs. 1, 2, 11-14, inclusive, and 23-36, inclusive. 

Containing approximately 12,819 acres. 

Township 22 South, Range 8 West 

Secs. 1-18, inclusive.  

Containing approximately 11,562 acres.  

Township 22 South, Range 9 West  

Secs. 1-18, inclusive, excluding navigable and meanderable waters.  

Containing approximately 11,437 acres.  

Aggregating approximately 58,893 acres.  

Alaska Statute (AS) 38.05.035 allows for disposals of interests in state lands, and AS 38.05.945 provides procedures for notice of those disposals.
