NOTICE OF REQUEST FOR PROPOSALS

RFP No. 25262027 – Sterling Hwy Milepoint 134 to 138 Erosion Improvements Design Services 

The Contractor shall provide professional services to install erosion control measures at sites along the Homer Spit. Improvements may also include grading, drainage improvements, paving, signing, striping, roadside hardware, and utilities as needed. Design services include: a kickoff meeting, field reviews, engineering support for the environmental document preparation, surveying and ROW mapping, coastal engineering, design study report, public involvement, Erosion and Sediment Control Plan (ESCP), Traffic Control Plan (TCP), plans, specifications, and estimates (PS&E), project closeout, and assistance during bidding and construction.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately May 2026 to October 2029.  Cost of these professional services is expected to be over $1,000,000.

The Request for Proposals (RFP) Package will be available January 29, 2026 and may be obtained in person from the DOT&PF plans room at 4111 Aviation Avenue in Anchorage, AK. Persons residing outside the Municipality may obtain an RFP Package through the mail by telephoning (907) 269-0408.

Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received no later than February 19, 2026, prior to 4:00 p.m. prevailing time.
