Notice of Intent and Invitation to Attend Public Open House
Minnie Street Improvements

The Alaska Department of Transportation and Public Facilities (DOT&PF) requests your comments and invites you to participate in a Public Open House to discuss the proposed Minnie Street Improvements project. DOT&PF is proposing to complete upgrades and improvements to Minnie Street between Illinois Street and the Noyes Slough bridge in Fairbanks, Alaska. Under this project DOT&PF is proposing to:
- Widen existing sidewalk on Minnie Street’s north side and construct a new sidewalk along its south side throughout the project corridor. All sidewalks will meet Americans with Disabilities Act (ADA) standards.
- Relocate overhead utilities underground in a duct bank on the north side of Minnie Street. Install new potable water and sewer line where existing ones are in conflict with the proposed improvements.
- Drainage improvements, which would include installing a new Municipal Separate Storm Sewer System (MS4), new curb and gutters, laterals, and new curb inlets. Drainage improvements also include modifying the roadway’s profile to facilitate surface water drainage away from the neighboring properties and roadway into the new MS4.The surface water runoff which will be treated by a Stormceptor prior to being discharged into Noyes Slough.
- Improvements to Minnie Street would include establishment of 11-foot driving lanes and 4-foot shoulders along both sides of Minnie Street. It is also proposed to install new asphalt pavement, new striping, and signage.
- The project’s side street intersections with Minnie Street will be repaved, as needed, in order to match the new pavement and the utility tie-ins to Minnie Street.
- Right-of-way acquisitions of 2 feet along both sides of Minnie Street throughout the project’s corridor will be required to widen the north sidewalk and construct a new sidewalk on the south side. Additional right-of-way acquisition of small areas beyond the two feet will be needed to move light poles, fire hydrants, and utility cabinets beyond the proposed sidewalk. Temporary Construction Easements and Temporary Construct Permits are also anticipated.
- Earthen material needed to construct this project will be contractor furnished from local sources.
The Open House is scheduled for February 3, 2026, at the Fairbanks City Hall in the Council Chambers, located at 800 Cushman Street, from 5:30 through 7:00 p.m.

The project is being developed in accordance with the following Executive Orders (EO): EO 11988 (Floodplain Management); EO 11990 (Wetlands Protection); EO 12898 (Environmental Justice); EO 11593 (Protection and Enhancement of the Cultural Environment) and EO 13112 (Invasive Species).
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by the DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by the Federal Highway Administration and DOT&PF.
