The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Matanuska Electric Association, Inc.’s application for Air Quality Control Minor AQ1086MSS03 Rev. 1 for the Eklutna Generation Station. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1). ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Application: Matanuska Electric Association, Inc. applied for a minor permit under 18 AAC 50.508(6) to revise terms and conditions of Title I Minor Permit AQ1086MSS03. Matanuska Electric Association, Inc. also applied for a revision to Title V Operating Permit AQ1086TVP02 and submitted supplemental information on April 30, 2025. This public notice is for the draft operating permit and preliminary minor permit.
Activity: The Eklutna Generation Station is a 171-megawatt electric power plant that provides electricity to homes and businesses from Eagle River to the South Denali Princess Lodge.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 243.95 tons of Nitrogen Oxides, 214.98 tons of Carbon Monoxide, 221.44 tons of Particulate Matter, 20.98 tons of Sulfur Dioxide, 171.15 tons of Volatile Organic Compounds, 753,909.44 tons of Carbon Dioxide Equivalent emissions, and 16.29 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 4.40 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 872.50 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Eklutna Generation Station under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
