NOTICE OF A COMPLETE APPLICATION FOR A CERTIFICATE OF NEED THE DEPARTMENT OF HEALTH

The Department of Health (Department) has declared the Certificate of Need (CON) application complete for the health care facility project described below.

Proposed Project: Construction of a New Medical Office Building and Acquisition of an MRI

Project Applicant: Petersburg Medical Center

Service Area: Petersburg Borough and surrounding remote Census Area Communities in
Southeast Alaska

Project Description: Petersburg Medical Center seeks to establish new MRI services (adding a 1.5T Siemens MRI unit) housed in a newly constructed building primarily serving community wellness efforts in addition to hospital administrative offices, IT, and maintenance supports. The total square footage of the building is 18,980, of which 1,329 square feet is for MRI services.

Total Estimated Project Cost: $24,425,422 for the building, of which $3,059,684 is for the new MRI services.

Completion Date: Construction Completed December 2025. MRI services to commence upon CON application approval.

Application Status: The application is complete in accordance with 7 AAC 07.050 and will be posted on the Office of the Lieutenant Governor Online Public Notices website, https://aws.state.ak.us/OnlinePublicNotices/

The CON Program Staff Analysis and Recommendation must be submitted to the Commissioner on or before Monday, March 9, 2026. Note: additional time beyond 60 days—though not to exceed 30 days—may be granted by the Commissioner. A decision by the Commissioner must be made within 45 days of receipt of the Staff Analysis and Recommendation, unless additional time is required for the Commissioner to render a decision.

Public Input:

Written comments on the proposed project may be submitted via email at: doh.orr.con@alaska.gov, and must be received no later than 30 days after the date of the publication of this notice. Any person may submit a written comment to the Department regarding each proposed activity. The written comments received are public record and are subject to public inspection.
