Pursuant to AS 38.05.945

Pursuant to AS 38.05.083, the Southcentral Regional Land Office (SCRO) has made a Preliminary Decision to offer a 10-year lease to Equinox Oyster Company for 1.31 acres, more or less, of state-owned tide and submerged lands for the operation of an aquatic farmsite to maintain a floating upweller production system (FLUPSY). The location of the project area is further described as being within the NE1/4 of Section 3, Township 27 South, Range 21 West, and the NW1/4 of Section 35, Township 26 South, Range 21 West, Seward Meridian, within Anton Larsen Bay approximately 11 miles northeast of Kodiak, Alaska.

The public and agencies are invited to review and comment on this proposed project. Questions concerning how to comment should be directed to Emily Gettis at (907) 269-8567 or by e-mail at emily.gettis@alaska.gov or by fax to (907) 269-8913.  All comments must be received in writing at the mailing address listed above or e-mail to emily.gettis@alaska.gov on or before 11:59PM on February 5, 2026.  To be eligible to appeal DNR’s Final Decision, under AS 38.05.035(i)-(m), a person must have submitted written comments during this comment period.
