The Department of Natural Resources (DNR), Division of Oil and Gas (Division), has received an application to lease up to 800 acres of state land located on the west side of the Dalton Highway within Sections 1-4, 9-12, and 13-16, Range 13E, Township 6N, Umiat Meridian, and Sections 25-28 and 33-36, Range 15E, Township 7N, Umiat Meridian. The request is for a 50-year lease under AS 38.05.070 and includes construction of an access road, gravel pad, and commercial facilities, with final acreage to be determined by project scope and survey. 

The Division is soliciting interest under AS 38.05.070(d) to determine if there is interest from other parties in developing this site for commercial or industrial purposes. If there is interest, the Division will proceed with a competitive auction under AS 38.05.075(a). If no interest is expressed, the Division will proceed with a negotiated lease.

To be considered a potential bidder expressing interest in a competitive auction, a person must (1) submit a written expression of interest before the close of this 30-day notice period, and (2) submit a complete lease application, including a development plan, within 30 days after the end of this notice period.

If the Division does not receive a timely written expression of interest and complete lease application from any potential bidder within the above-specified timeframe, it will proceed with a negotiated lease. The negotiated lease process will include a 30-day public notice period to allow the public to comment on the project with more details on the proposed action.                                                                           

Written expressions of interest must be received by the Division no later than 4:30pm Alaska Standard Time on January 4, 2026, to be considered. In addition, any party expressing interest must submit a complete lease application, including a development plan, within 30 days of the January 4, 2026 deadline to confirm and substantiate interest.
