The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor AQ0062MSS02 for the Anna Platform. Additionally, ADEC proposes to issue Air Quality Control Operating Permit AQ0062TVP05 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Application: Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.502(c)(2)(A) for the relocation of the Portable Oil and Gas Operation (POGO) Spartan 151 drill rig to Anna Platform. Hilcorp Alaska, LLC also applied for a renewal operating permit and submitted supplemental information on October 18, 2024. This public notice is for the draft operating permit and preliminary minor permit.
Activity: Anna Platform is a jack-up-style portable oil and gas drilling rig consisting of eleven diesel-fired internal combustion engines and four diesel storage tanks.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 345.82 tons of Nitrogen Oxides, 216.30 tons of Carbon Monoxide, 12.31 tons of Particulate Matter, 24.79 tons of Sulfur Dioxide, 35.02 tons of Volatile Organic Compounds, 45,451 tons of Carbon Dioxide Equivalent emissions, and 1.97 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 1.00 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 634.24 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Anna Platform under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
