Diamond Pad
The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1951ORL01 to Hilcorp Alaska, LLC for the Diamond Pad under Alaska Statute 46.14 and regulation 18 AAC 50.
Applicant: Hilcorp Alaska, LLC, 3800 Centerpoint Dr., Suite 1400, Anchorage, AK 99503
Location: West Side of the Cook Inlet
Activity: Installing an additional gas-fired compressor with a three-way catalyst to avoid the need for a Minor Permit. This public notice is for the draft ORL only.
Emissions: The change in emissions at the stationary source will not exceed 40 tons per year of NOX potential emissions increases by operating the new EU ID 16 with a three-way catalyst, thereby staying below the minor permitting threshold under 18 AAC 50.502(c)(4). The other regulated pollutants (PM10, PM2.5, SO2, and CO) remain below the minor permitting thresholds listed in 18 AAC 50.502(c)(4) with or without the limit.
ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Diamond Pad.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law. ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
