REQUEST FOR WATER RIGHT AMENDMENT
AMENDED PERMIT AND CERTIFICATE OF APPROPRIATION, LAS 29606
Pursuant to AS 46.15 and 11 AAC 93, notice is hereby given that a request for amendment has been received from Hilcorp Alaska LLC for LAS 29606, a certified water right for a water well field for the Oliktok Point Oil Pad.
Amendment 2 to the Permit and Certificate of Appropriation of Water for LAS 29606 will:
- Remove Production Wells #1 & #3, which are not in use.
- Add Production Wells #4 & #5, which are both withdrawing from the same water source as Wells #1 & #3.
- Clarify that the water source that was authorized is saline groundwater under Simpson Lagoon. The saline groundwater will be processed through a reverse osmosis system to create potable water to the extent that those projects have the appropriate approvals. Reverse osmosis reject material will be disposed of underground via injection well(s).
- Review and potentially update the conditions to reference the reverse osmosis system and reinjection.
No change in the legal description, water amount, source aquifer, water use area or priority date is occurring with this amendment. The drilling of the new wells was authorized under Temporary Water Use Authorization (TWUA) A2025-22, which is attached.

Per AS 46.15.133 and 11 AAC 93.930(b), within 15 days of publication or service of notice, persons may file with the director written objections stating the name and address of the objector, and any facts tending to show that rights of the objector or the public interest would be adversely affected by the proposed amendment. Objections must be made in writing by email to lesli.schick@alaska.gov or by mail to the Alaska Department of Natural Resources, Water Resources Section, 550 W 7th Ave, Suite 1020, Anchorage, AK 99501-3562 by December 4, 2025. After public and agency input is considered, a decision will be issued without further public notice. A copy of the decision will be sent to any person who provided an objection or written comment.
