Northstar Production Facility
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Operating Permit AQ0503TVP04 for the Northstar Production Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: Seal Island, six miles offshore north of Point Storkerson in the Beaufort Sea
Application: Hilcorp Alaska, LLC applied for a renewal operating permit on December 5, 2024. This notice is for the draft operating permit.
Activity: The Northstar Production Facility is a self-contained production facility associated with oil and gas production and living quarters. Significant emissions units at Northstar are turbines, generators, heaters, incinerators, flares, and storage tanks.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 585.64 tons of Nitrogen Oxides, 1,443.71 tons of Carbon Monoxide, 53.88 tons of Particulate Matter, 201.20 tons of Sulfur Dioxide, 543.34 tons of Volatile Organic Compounds, and 11.26 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (hydrochloric acid) estimated at 5.05 tons. The potential annual emissions for Greenhouse Gases are estimated at 561,438 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 2,832.82 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Northstar Production Facility under AS 46.14 and 18 AAC 50.

ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
