The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Operating Permit AQ0923TVP03 for the Nikaitchuq Development under Alaska Statute 46.14 and regulation 18 AAC 50.
Applicant: Hilcorp Alaska, LLC, 3800 Centerpoint Drive, Suite 1400, Anchorage, AK 99503
Location: Latitude: 70º 30´ 36.87" North; Longitude: 149º 52´ 0.65" West
Application: As required by 18 AAC 50, Eni US Operating Co. Inc. applied for a renewal operating permit for the stationary source, and ADEC received the application on July 22, 2024. Ownership of the stationary source was transferred to Hilcorp Alaska, LLC on November 1, 2024. This public notice is for the draft operating permit only.
Activity: The stationary source is an oil and gas production facility with three geographic sites located on Alaska’s North Slope.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source are: 225 tons of nitrogen oxides, 225 tons of carbon monoxide, 29.04 tons of particulate matter, 61.86 tons of sulfur dioxide, 123.55 tons of volatile organic compounds, 290,130 tons of carbon dioxide equivalent emissions, and 3.8 tons of hazardous air pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, is 664.45 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the stationary source under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing, and that hearing will be held if ADEC finds that good cause exists.
