Alaska Psychiatric Institute – Hospital Laundry Services
PURPOSE: The Department of Family and Community Services (DFCS) is soliciting bids for a reliable and cost-effective contractor in the Anchorage area to provide hospital grade laundry services to the 80-bed, Alaska Psychiatric Institute (API).
PRIOR EXPERIENCE AND MINIMUM REQIUIREMENTS:
To be considered responsive and responsible, offerors must demonstrate that they meet the service requirements described in this solicitation. The proposal must clearly describe how each requirement is met and must include supporting documentation as specified in the Request for Proposals (RFP).
THE OFFEROR MUST HAVE:
- Demonstrated experience providing laundry services in a hospital or healthcare setting, including documentation of infection control compliance.
- At least two letters of support or reference from a current or recent (within the last three years) healthcare client.
- A sample linen inventory report template used to track volumes and item types.
- A sample service log demonstrates tracking of pickups, deliveries, and service issues.
- Staff trained in proper infection control procedures and handling of contaminated linens.
- Capacity to maintain complete separation of API’s laundry throughout all processing and transport stages.
- Ability to perform regular pickups and deliveries three times per week (Monday, Wednesday, and Friday between 8:00 a.m. and 10:00 a.m.).
THE FACILITY MUST:
Meet the hygiene, safety, and operational standards outlined in 7 AAC 12.740 and the CDC Guidelines - including:
- Physical separation of clean and soiled laundry processing area to prevent cross contamination.
- Utilize ventilated, well-lit, and sanitized workspaces with adequate space for sorting, processing, and staging.
- Use of hot water at 160°F or an approved alternative disinfection process with documented procedures.
- Clearly labeled and covered washable carts for transporting clean and soiled laundry; carts must be cleaned and disinfected daily.
- Package clean laundry in shrink-wrapped, protective materials before delivery
- Provides handwashing station and restrooms for staff in accordance with occupational health and hygiene standards.
- Ensure secure, segregated processing of API linens at all times.
RESPONSIBILITY REQUIREMENTS:
To be considered responsible, the offeror must demonstrate the ability to meet all contractual, regulatory and performance obligations under this RFP, including:
- Hold a valid business license and be legally authorized to operate in the State of Alaska.
- Provide proof of insurance coverage, including general liability, vehicle insurance for transport, and worker’s compensation as required by law.
- Have sufficient financial, personnel, and equipment resources to perform the scope of work without subcontracting.
- Maintain documented infection control procedures, quality control protocols, and staff training records, and submit these upon request.
- Comply with all state and federal laws, including HIPAA, CMS standards (42 CFR 482.42), The Joint Commission (IC.02.02.01), and Alaska Administrative Code (7 AAC 12.740).
- Demonstrate a record of performance and reliability with prior or current healthcare or institutional clients.
Failure to meet these minimum requirements or to provide required supporting documentation will result in the proposal being deemed non-responsive or the bidder being deemed non-responsible, and the offer will be rejected.
