NOTICE OF ANALYSIS AND PROPOSED DECISION
ALPINE DIESEL PIPELINE, ADL 415932
ALPINE CENTRAL FACILITY TO KUUKPIK PAD REROUTE
The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.080, hereby gives notice that DNR has prepared an Analysis and Proposed Decision for an amendment request submitted by ConocoPhillips Company (CPC) to add additional lands to reroute the Alpine Diesel Pipeline (ADP) from its current termination point at the Alpine Central Facility (ACF) to the Kuukpik Pad. The proposed reroute crosses over Kuukpik Corporation-owned lands except for the state-owned lands beneath the Colville River’s Nechelik (Nigliq) and Nigliagvik channels. The project consists of installing new pipeline on existing bridge infrastructure at the channels. The proposed amendment will allow for a temporary discontinuation of use for the section of ADP pipe along the original route to ACF, which would remain in the ADP ROW Lease.
The project area is located approximately 61 miles west of Prudhoe Bay, and about 5 miles northwest of Nuiqsut. The ROW addition for the ADP at the Nigliq Channel crossing lies below the ordinary high water line (OHW) within the SWI/4 of Section 13, Township 11 North, Range 4 East, Umiat Meridian (UM); containing approximately four acres for the proposed construction area. The ROW addition for the ADP at the Nigliagvik Channel crossing lies below OHW within the SE1/4 of Section 16, Township 11 North, Range 4 East, UM; containing approximately one acre for the proposed construction; for a total of approximately five (5) acres.
The public is invited to comment on the Analysis and Proposed Decision. Comments must be submitted in writing to the address below before 5:00 p.m. on November 21, 2025. If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after November 21, 2025. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision after November 21, 2025.
