Background. On August 4, 2025, Governor Mike Dunleavy issued Administrative Order 360 to improve the quality, transparency, and efficiency of Alaska’s regulatory environment by requiring a 15 percent reduction in regulations by 2026 and a cumulative 25 percent reduction by 2027. In response, the Alaska State Council on the Arts is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations in 20AAC 30.983, 20AAC 30.985

The Alaska State Council on the Arts is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Alaska State Council on the Arts drafts or proposes any specific regulation amendments or repeals for public review.

The Alaska State Council on the Arts is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improve communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Written comments. Written comments must be received by 5:00 p.m. on November 17, 2025. Written comments may be sent to asca.info@alaska.gov

Public Meeting. In addition to written comments submitted during the open public comment period, oral and written comments may be submitted at a hearing scheduled via Zoom on Wednesday, November 12, 2025 from 9:00 a.m. to 11:00 a.m. Alaska Time. This session may be extended to accommodate those present before the meeting began but did not have an opportunity to comment. To ensure everyone has a chance to speak and that we finish on time, the ASCA facilitator will limit the time for each person’s oral testimony to two minutes. The ASCA also reserves the right to adjourn at a time earlier than estimated on the published agenda. Please submit your comments in writing to: asca.info@alaska.gov

The Alaska State Council on the Arts is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the Alaska State Council on the Arts undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.

The Alaska State Council on the Arts keeps a list of individuals and organizations interested in its regulations. Those on the list will automatically be sent a copy of all of the ASCA’s notices of proposed regulation changes.
