The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Doyon Utilities, LLC’s application for Air Quality Control Operating Permit AQ0237TVP04 for the Joint Base Elmendorf Richardson – Electric, Gas, Drinking Water and Sanitary Services (JBER SIC 49), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application: Doyon Utilities, LLC applied to renew Operating Permit No. AQ0237TVP04 on May 29, 2025. This notice is for the draft operating permit.
Activity: Doyon Utilities supports thousands of individuals as well as military facilities and independent businesses on JBER. The Department of Defense (DOD) does not have any control over JBER SIC 49 and therefore the stationary source is separately permitted from the other stationary sources at JBER owned by the DOD. The privatization contract between Doyon Utilities and the Defense Energy Support Center made Doyon Utilities the sole owner of the utility, with sole responsibilities for operation and maintenance, as well as compliance with air quality control requirements.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 139.57 tons of Nitrogen Oxides, 354.54 tons of Carbon Monoxide, 3.26 tons of Particulate Matter, 4.54 tons of Sulfur Dioxide, 104.68 tons of Volatile Organic Compounds, and 19.66 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 14.29 tons. The potential annual emissions for Greenhouse Gases are estimated at 42,805 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 606.59 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the JBER SIC 49 under AS 46.14 and 18 AAC 50.
