Solicitation for Public Input – Division of Community and Regional Affairs Regulatory Revisions

Notice of Public Scoping Under Administrative Order 360 for possible Division of Community and Regional Affairs Regulations Changes to 3 AAC 57-3 AAC 190 (Made In Alaska program, Local Boundary Commission, Municipal Land Trust program, Shared Revenue programs, and Bulk Fuel loan program.

Background. In response to Administrative Order 360, the Division of Community and Regional Affairs is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference affecting the Made in Alaska program, the Local Boundary Commission, the Municipal Land Trust program, all state shared revenue programs, and the bulk fuel revolving loan fund program.

The Division of Community and Regional Affairs is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Division drafts or proposes any specific regulation amendments or repeals for public review.

The Division of Community and Regional Affairs is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improve communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Written comments. Written comments must be received by November 15, 2025. Written comments may be sent to the Divison of Community and Regional Affairs at 550 W. 7th Avenue, Suite 16, Anchorage, Alaska, 99501, or by electronic mail to dcra.regs@alaska.gov, or through the Alaska Online Public Notice System, by accessing this notice on the system and using the comment link.

Oral comments. Oral comments may be submitted via a telephonic hearing to be held on October 30, 2025 at 10 a.m.

There will not be in-person attendance provided at the hearing site, so please prepare to share your oral comments by telephone or Zoom only.  The hearing is scheduled from 10:00am to 12:00pm and priority will be given to commenters on the line before the beginning of the hearing. The hearing may be extended to accommodate those on the line before 11:30am who did not have an opportunity to comment.

When submitting written or oral comments, you are encouraged to:

               3. Why should this regulation be changed?

d. reduce administrative burdens;

g. provide greater transparency with respect to standards, decision-making,    and rationales for application processing; or

h. clarify interagency roles

The Division of Community and Regional Affairs is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the Division of Community and Regional Affairs undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
