Notice of Public Scoping Under Administrative Order 360 for Possible Department of Public Safety Regulation Changes

Background
In response to Administrative Order (AO) 360, the Department of Public Safety (DPS), is soliciting written and oral comments from affected industries, community organizations, and members of the public regarding regulations and materials incorporated by reference within Title 2 and Title 13 of the Alaska Administrative Code.
This solicitation is part of the statewide regulatory reform initiative under Administrative Order 360, which requires all executive agencies to identify and reduce unnecessary or outdated regulatory requirements by 15 percent by December 31, 2026, and 25 percent by December 31, 2027.
DPS seeks public input before drafting or proposing any specific amendments or repeals. DPS is particularly interested in ideas that would:
- Clarify existing obligations or standards;
- Reduce costs for the public, industry, or government;
- Streamline application, inspection, procedures, and review processes;
- Improve communication and transparency; or
- Clarify interagency roles and responsibilities.
Public Meetings
The Department of Public Safety will hold a series of stakeholder meetings to receive feedback on regulations found in Title 13 Public Safety. Members of the public, regulated entities, and interested organizations are encouraged to attend.
The public is invited to offer oral comments during the Stakeholder Meetings via Teams and to submit written comments during the public comment period as noted in the schedule below. Stakeholder Meetings may extend beyond the scheduled time to accommodate those present at the start of the meeting who did not have an opportunity to comment. A DPS facilitator may limit the time allotted to each person providing oral comments as needed to conclude the meeting in the time allotted.

The Department of Public Safety is not currently proposing any specific regulation changes under the Administrative Procedure Act (AS 44.62) at this time. If the Department undertakes revisions to these regulations, an additional public comment opportunity will be provided when the proposed regulation text is released for formal review.
