RFI #2025-DOTPF-RTP-ARTAC
Introduction
The Alaska Department of Transportation and Public Facilities (DOT&PF) is requesting information from stakeholders, previous grant awardees, trail user groups, and other interested parties concerning two related matters:
1. Recreational Trails Program (RTP) Feedback: Recommendations and suggestions to inform the Department’s transitional implementation of the Recreational Trails Program under 23 USC 206. DOT&PF seeks input from past RTP grant awardees and from those interested in future solicitations.
2. Alaska Recreational Trails Advisory Committee (ARTAC) Appointments: Expressions of interest and recommendations for appointment to the ARTAC. The committee provides advisory input on RTP funding decisions consistent with federal and state requirements.
This RFI is issued pursuant to Administrative Order No. 361 (https://gov.alaska.gov/admin-orders/administrative-order-no-361/), directing agencies to increase stakeholder engagement and improve transparency in state program development.
Background Information
Recreational Trails Program (RTP)
The RTP, authorized under 23 USC 206, provides federal funding to states to develop and maintain recreational trails and trail-related facilities for both motorized and non-motorized uses. Alaska DOT&PF administers the program in collaboration with the Federal Highway Administration (FHWA). Input from stakeholders will help shape future funding solicitations, program priorities, and evaluation processes.
Alaska Recreational Trails Advisory Committee (ARTAC)
The ARTAC advises Alaska DOT&PF on project selection and program administration. The committee consists of Alaska residents representing:
- Motorized trail users
- Non-motorized trail users
- Diversified trail users
Interested individuals should identify their primary user category, provide a description of relevant experience, and include any organizational affiliation (if applicable).
Response Information
DOT&PF invites interested parties to submit written responses addressing one or both of the following:
1. RTP Feedback
- Lessons learned or best practices from prior RTP projects.
- Recommendations to improve application, award, and project management processes.
- Suggestions to increase program accessibility, equity, and alignment with federal and state priorities.
- Other constructive feedback for program modernization and effectiveness.
2. ARTAC Interest / Recommendations*
- Statement of interest for serving on ARTAC.
- Applicant’s Alaska residency self-certification or confirmation.
- Trail use category (motorized, non-motorized, diversified).
- Relevant experience and organizational affiliation (if any).
- Contact information, preferably a mobile phone number and email.
- *Recommendations of candidates other than the submitting party may also be provided as long as they include the above requested information for each person.
Note: Responses to this RFI are for informational purposes only. DOT&PF will not award a contract based on this RFI, nor will it be financially responsible for any preparation costs incurred. Non-response does not preclude participation in future solicitations or appointments.
Submission Requirements
• Responses should be submitted by email or hard copy, clearly indicating whether the submission is for RTP Feedback, ARTAC Interest, or both.
• Include name, organization (if applicable), and contact information.
• Subject line should reference “RTP & ARTAC RFI.”
Deadline for Responses: Responses must be received no later than 4:00 p.m. Alaska Time, Wednesday, November 12, 2025. Alaska DOT&PF will consider comments filed after this date to the extent practicable.
