Solicitation for Public Input - Division of Agriculture- Department of Natural Resources Regulatory Revisions
Notice of Public Scoping Under Administrative Order 360 for possible Alaska Department of Natural Resources (DNR), Division of Agriculture (DoAg), Regulation Changes contained in 11 AAC Chapter Part 4. Agriculture, Chapter 32, 34, 35, 39, 40.
Background. In response to Administrative Order 360, the Division of Agriculture is soliciting written comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in 11 AAC Chapter Part 4. Agriculture, Chapter 32, 34, 35, 39, 40.
The Department of Natural Resources is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Division of Agriculture drafts or proposes any specific regulation amendments or repeals for public review.
The Division of Agriculture is particularly interested in specific ideas for regulatory change that may:
- Clarify existing regulatory obligations;
- Reduce costs for the public, industry, or government;
- Improve or streamline procedures, application requirements, and review processes
- Reduce administrative burdens;
- Improve communication procedures;
- Provide greater transparency with respect to standards, decision-making, and rationales or
- Clarify interagency roles.

Written comments are desired. Written comments can be submitted electronically to the Department of Natural Resources via email at dnr.dag.AO360Comments@alaska.gov. Additionally, DoAg will accept comments submitted by mail and addressed to Alaska Division of Agriculture, 1801 S. Margaret Drive, Ste 12, Palmer, Alaska 99645, Attn: AO 360 Liaison. The comments must be received no later than November 7, 2025.
Public meeting.
Oral and written comments can be provided at a hearing to be held virtually and in-person on October 24, 2025, from 11:00 a.m. to 2:00 p.m. Alaska Standard Time. Before the start of the hearing, we may limit the time allotted for each person providing oral testimony, as reasonably necessary to conclude the hearing in the time provided.

There will be in-person attendance provided at the hearing site at 1800 S. Margaret Drive, Ste 12, Palmer, Alaska 99645. The hearing is scheduled from 11:00 – 2:00 pm Alaska Standard Time.

Please note that input provided in response to this solicitation will be subject to inspection, copying, and distribution as public records under AS 40.25.110 – 40.25.220. Please do not include any confidential information in written or oral comments.
The Division of Agriculture is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the Division of Agriculture undertake revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
