Beluga River Unit

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0942MSS02 Revision 1 for the Beluga River Unit. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1). ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Application:   Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.508(6) to update the project name and contact information, add and remove emission units from the EU Inventory, and revise operating conditions.  Hilcorp Alaska, LLC also applied for a renewal operating permit and submitted supplemental information on 7/9/18, 10/30/18, 1/22/20, 10/12/22, 6/8/23, and 3/8/24.  This public notice is for the draft operating permit and preliminary minor permit. 

Activity:          The Beluga River Unit is natural gas extraction source that produces natural gas from well sites. Wet natural gas is dehydrated, compressed, and routed to the sales line or used as fuel gas. 

Emissions:      The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 140.60 tons of Nitrogen Oxides, 242.16 tons of Carbon Monoxide, 14.10 tons of Particulate Matter, 7.39 tons of Sulfur Dioxide, 68.13 tons of Volatile Organic Compounds, 100,099.35 tons of Carbon Dioxide Equivalent emissions, and 12.04 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (HCl) estimated at 2.19 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 484.42 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Beluga River Unit under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
