Solicitation for Public Input – Alaska Commission on Postsecondary Education Regulatory Revisions – Administrative Order 360

Notice of Public Scoping Under Administrative Order 360 for possible Alaska Commission on Postsecondary Education (ACPE) Regulation Changes, Title 20, Chapters 15 through 19 Miscellaneous Boards and Commissions [All-Inclusive].

Background. On August 4, 2025, Governor Mike Dunleavy issued Administrative Order 360 to improve the quality, transparency, and efficiency of Alaska’s regulatory environment by requiring a 15 percent reduction in regulations by 2026 and a cumulative 25 percent reduction by 2027. In response, the Alaska Commission on Postsecondary Education is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations in Title 20, Chapters 15 through 19.

The Alaska Commission on Postsecondary Education is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Alaska Commission on Postsecondary Education drafts or proposes any specific regulation amendments or repeals for public review.

The Alaska Commission on Postsecondary Education is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  •  reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improve communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Public Meeting. The Alaska Commission on Postsecondary Education will hold a series of virtual meetings from Wednesday, October 15, 2025, through Wednesday, October 29, 2025. Public participation in the meetings will be conducted through the digital platform Zoom. The public is invited to attend these meetings by joining online through Zoom or via phone.  In addition to written comments submitted during the open public comment period, oral and written comments may be submitted at a hearing scheduled via Zoom on Wednesday, October 15, 2025, from 10:00 a.m. to 12:00 p.m. Alaska Time. This session may be extended to accommodate those present before the meeting began but did not have an opportunity to comment. To ensure everyone has a chance to speak and that we finish on time, the ACPE facilitator will limit the time for each person’s oral testimony to two minutes. The Alaska Commission on Postsecondary Education is not currently proposing any specific regulation change, and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the Alaska Commission on Postsecondary Education undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.

The Alaska Commission on Postsecondary Education keeps a list of individuals and organizations interested in its regulations. Those on the list will automatically be sent a copy of all of the ASLC’s notices of proposed regulation changes.
