Solicitation for Public Input – Alaska Division of Forestry & Fire Protection Regulatory Revisions

Notice of Public Scoping Under Administrative Order 360 for possible Alaska Department of Natural Resources, Division of Forestry & Fire Protection Regulation Changes
11 AAC 71 Timber Sales
11 AAC 95 Forest Resources and Practices (including Article 6 Forest Fire Protection)

Background. In response to Administrative Order 360, the Alaska Division of Forestry & Fire Protection is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in 11 AAC 71 and 11 AAC 95.

The Alaska Division of Forestry & Fire Protection is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the Alaska Division of Forestry & Fire Protection drafts or proposes any specific regulation amendments or repeals for public review.

The Alaska Division of Forestry & Fire Protection is particularly interested in specific ideas for regulatory change that may:
  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improve communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Public meeting. Oral or written comments may also be submitted at a hearing to be held on
October 9, 2025, 6:00-8:00 p.m., online.

Please see the attached agenda for virtual meeting link and teleconference number. The hearing will be held from 6:00 to 8:00 p.m. and might be extended to accommodate those present before 8:00 who did not have an opportunity to comment. Before the start of the hearing, Alaska Division of Forestry & Fire Protection may limit the time allotted for each person providing oral testimony, as reasonably necessary to conclude the hearing in the time provided. Testimony will be limited to 3 minutes per person. If time remains at the end of the meeting, additional time may be granted. Longer comments can be submitted in writing to the email address or mailing address above.

The Alaska Division of Forestry & Fire Protection is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If Alaska Division of Forestry & Fire Protection undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
