Dalton Highway MP 109-144 Reconstruction

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to reconstruct a segment of the Dalton Highway from milepost (MP) 109 through MP 144, including the replacement of the Douglas Creek Bridge, National Bridge Inventory Number ((NBI #)1560, which is located at approximate MP 142.

  • Widen the driving lanes and standardize the shoulder width throughout the project corridor. The existing highway surface has 11-foot driving lanes and its shoulder widths vary throughout the corridor. The DOT&PF is proposing 12-foot driving lanes and to standardize the shoulders widths to 6 feet throughout the project corridor.
  • Realign sharp curves where possible. In these realignment areas, the connections to the newly abandoned sections of highway will be removed.
  • Reduce steep highway profile grades where practical.
  • Reconstruct the highway embankments.
  • Install thermal berms in select areas. This action will occur entirely within DOT&PF's right-of-way (ROW).
  • Repair and perform maintenance to bridges within the project corridor. The exception is the Douglas Creek Bridge (NBI # 1560), which is proposed to be replaced under this project.
  • Improve drainage by replacing existing culverts and installing additional culverts at new locations throughout the project corridor. The drainage improvements will also include slight realignment/channelization of two waterbodies, Little Nasty Creek and South Fork Little Nasty Creek, both located near MP 128.5.
  • Relocate the buried fiber optic cable that exists along the highway corridor.
  • Install turnouts at select areas along the project corridor.
  • Install new signage, delineators, and replace guardrails.
  • Resurface and restripe the highway with similar materials that currently exist (high float asphalt).
  • Clear vegetation within the DOT&PF's ROW along the project corridor using a Hydro-Ax or other similar piece of machinery.
  • Acquire ROW in select areas. Where ROW acquisition is needed, the land required is federal land managed by the U.S. Department of the Interior's Bureau of Land Management (BLM). These acquisitions are anticipated to be authorized under Highway Easement Deeds (HEDs).
  • Develop new material sites and expand existing material sites.

We are currently working on preliminary design, engineering, and environmental reviews.  Construction of this project is planned for 2028.

The project is being developed in accordance with the following Executive Orders (EO):  EO 11988 (Floodplain Management); EO 11990 (Wetlands Protection); EO 12898 (Environmental Justice); EO 11593 (Protection and Enhancement of the Cultural Environment) and EO 13112 (Invasive Species).

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by the DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by the Federal Highway Administration and DOT&PF.
